Q&A with Denis Zagarin, President of AAE, the Russian society of automotive engineers

AAE - Association of Automotive Engineers is the Russian society of automotive engineers. Headquartered in Moscow, AAE was founded in 1991, and joined FISITA in 1992.


In this FISITA Society Member Q&A, the society’s president, Denis Zagarin, outlines AAE’s priorities and its role as a facilitator of impartial technical discussions with a high level of Russian government participation.


Mr Zagarin commented, "At AAE we do not stand still, we develop. Thus, on March 19, 2021, by a resolution of the Board of the Chamber of Commerce and Industry of the Russian Federation, the Association of Automotive Engineers was admitted to the Chamber of Commerce and Industry of the Russian Federation".

Please could you outline your current role and responsibilities within your society?


As President of the AAE, I am responsible for representing the collegial position of the Association Automotive Engineers' organisation in negotiations with government executives and ministries on the technical strategy and policy of the automotive industry.


In my role as the head of the society, I ensure the coordinated functioning and interaction to protect the common interests of the mobility engineering community, aimed at achieving sustainable progress in the field of safety in the construction of wheeled vehicles.


This has led me to be delegated by our members to be the head of the working group on the activities of accredited persons in the field of conformity assessment of wheeled vehicles under the Public Council under the Federal Accreditation Service.


Also, in addition to activities within the framework of the Ros accreditation working group, I am directly involved in joint activities with the Ros standard aimed at improving the regulatory and technical aspects of activities in the automotive industry in Russia and the Eurasian Economic Union (EAEU).


Since 2008 I have been managing the largest test center in Russia the Central Research Automotive and Automotive Institute (NAMI).


What range of activities and services does your society offer?


The AAE organises several landmark technical regulation activities in the fields of automotive, operational safety, environmental aspects of the transport complex and unmanned vehicles. These take place across the country.


Due to Covid-19 our last face-to-face meeting was in late 2019, however we recently held the long-awaited anniversary 110th international scientific and technical conference, held in Siberia near Lake Baikal.

We are proud that the events we hold have become the platform for the meeting of experts working in the field of research, development, and operation of Russian road transport.


What is the primary language spoken for technical discussion?


The working languages of our scientific conferences is both Russian and English.


How can engineers benefit from membership of your society, and how can they join?


Colleagues who join AAE have access to communication between professionals working in various fields of the mobility industry through conferences, symposiums, exhibitions, expertise and other forms of excellence. At the same time, members can take part in our conferences free of charge.


We provide the opportunity to publish works in peer-reviewed scientific publications, thereby contributing to the active participation of automotive engineers in the discussion of current problems of industry and transport.


Our society members are provided with up-to-date information on the newly developed national and international standards and requirements in the field of vehicle design.


AAE members may be citizens of the Russian Federation, academics, specialists, teachers, university students and foreign nationals working in the field of motoring, recognising the Charter and paying membership fees. Those wishing to join can do so here (link to page in Russian).

What kind of organisations do you have in your membership?


Members of our society can be labour collectives of industrial and scientific enterprises and organisations, universities, regardless of their departmental affiliation and forms of ownership, supporting the goals and objectives of the AAE.


At the same time, depending on the size of the organization, the cost of membership depends on the number of people employed, so for organisations of up to 100 or more people there is a reduction in the cost of membership providing significant savings in contrast to individual membership of AAE. The other benefits are identical to those of an individual member.


Can you tell us about the key mobility trends that your society is focusing on?


Our focus as a society is on three main areas:

  1. Autonomous vehicles and smart systems

  2. Features of the design, diagnostics, operation and repair of wheeled vehicles that take into account the climatic and geographic features of Russia

  3. Certification and safety assessment of wheeled vehicles.

What opportunities do these trends create for engineers developing the technology of mobility?


Firstly, the exchange of views of representatives of manufacturers, importers and operators of vehicles and technological equipment, research organizations, higher and secondary special educational institutions, organisations providing engineering support, on the design and operation of vehicles in the road-climate conditions of Siberia and the Far North, their certification, diagnosis, and operation.


Secondly, the search for solutions to the current problems of wheeled vehicle safety in a wide range of road and climatic conditions of the Russian Federation, as well as discussion of economic and environmental safety of road transport.


Thirdly, establishing contacts between scientists from different countries, sharing scientific results and research experience and publishing the results of scientific and technical research, leading scientists, graduate students, doctoral students, university students and universities, and recommendations will contribute to strengthening the scientific and technical potential of the Russian Federation.
